From what I see of these sites, they have Commission free offers but they all come with conditions
- trade value under 100,000 yen ( $1,000) )
- trades over 3,000,000 yen trade value
- NISA accounts
but unconditional free trades don't appear to be the norm.
This link might give you an idea of what the cheapest options are ( if you can navigate around the Japanese, price comparisons are about 1/3 of the way down). It will all come down to how big you are trading as to what the best deal is for you though.

Pretty easy conditions to meet though. And the OP just wanted something cheaper than IB. Even if he trades under 3 mil., 80 yen per trade is almost free, isn't it?
Oh, forgot to mention that with Matsui day trades over 3 mil. are interest free too.
