Richmond, California, had 46 homicides per 100,000 residents in 2007, making it one of the most deadly places in the US — up there with murder capitals like Flint, Michigan, and New Orleans, Louisiana.
In 2014, that number dropped to just 11 homicides per 100,000 residents.

That's a 76% decrease in just seven years.

Not that bad of an idea basically. Unguided aggressive people will find guidance somewhere, be it from movies, tv, peers, etc.. Better to get ahead of that and provide some sound guidance. Of course, the psychopaths I've dealt with would take the stipend, gain the confidence of the counselors and rob them. Leading up to the robbery there would be sexual acts that compromise the counselor's ability to report crimes of course.. When the story hit the local papers the program would be shuttered. Just sayin'.

There are many people that any kind of help is completely lost on, if this culture ever learns to separate them out of the herd before doing anything at all, it will then be able to move forward to a way higher level of existence.
