deficit is not just a yearly construct. You can run a deficit over a quarter, a year or any other time frame. For instance a term or 2.

Deficits are not the same as borrowing. you can run deficits and finance them through reserves or if you are a sovereign you could just print the money and pay the deficit.

When you spend 9 trillion more than you take in even over an 8 year period.
That overspending is a 9 trillion dollar deficit... (you may have also run up the debt 9 trillion.)
