Why don’t you go read the link I posted regarding the photo. It is a single photo by one photographer who is the father of the girl. You can go read the entire description of how the father took the photo at a North Carolina firefighter training where the house fire was a deliberate part of the training and his daughter was in the foreground.

Most businesses insurance policy covers their property damage by riots, looting and such.
Not all businesses are required to carry that type of insurance but most retail chain stores (e.g. Target, Walmart) have that type of insurance policy. In fact, some cities key shopping areas...the businesses are require to have such type of insurance if they want to open a store front in that area (e.g. Downtown Chicago Magnificent Mile street).
Yet, like all theft and destruction...consumers pay increase prices on merchanise at the end of day when stores re-open.

While I and others have posted a large number of articles with small business owners saying insurance only covers a fraction of the damage.
Many of these small businesses will not re-open.
The house does not belong to a looter or is not the home of someone that was looted...period and its two images merged into one by the photographer...period.

Depends on the business and insurance policy like car accidents. One can have full coverage or have insurance not full coverage but the minimum to open shop.
