Based on the way you phrased the question I will say NO...lol

Volume is oscillating red/black. The decreasing part is where I seek clarity.

If the the 4 bars in question need lower volume in relation to the last then it is not.

If the alternating bars showing a decrease fits the definition than yes.

Meaning the 14:25 BLACK is lower than 14:15 BLACK and 14:30 RED is lower than 14:20 RED.

Bars 1&2 increasing red in a down channel. Bar 3 possible flaw, price still moving down but volume decreasing. Bar 4 seen as a spike down with a VE (could be IBGS or an intra bar FTT) coming back to close at the open price, be alert for change. Bars 5&6, decreasing black volume back to the RTL of the down channel.
 
Spyder, Padawan. I have posted my chart of STAR. Notice the very long lateral that has shown its head. Is this a solid example of a lateral formation/pennant starting after a dominant trend has established itself(the first increasing black) but then forming a non-dominant traverse on its own(purple lines)?

I thought the noon to 12:10 bars looked like a HVS, or at least a HVP (high volatility pennant):)
