Maybe I found the solution....
The ibgs occurs in a faster fractal channel, so it is considered a retrace of this faster fractal channel, and not a change signal.

However...
in the new attached snip I marked a bar with a ?
That bar is a jokari window change (Decreasing Red Volume with Price closing Outside the previous bar), but it occurs AFTER a pace increase, and I expect a faster fractal after a pace increase, so the action is hold short on this bar too.

Anyone?

You do not have your R2R correctly annotated to see that the IBGS you encountered was operating in a faster fractal. The R2R was from 15:10 to 16:00.
