Agreed. This will be a true test of his limits of free speech. If he tries to use some excuse such as safety or privacy to silence this account, then it will clearly show that he is no different than the original Twitter moderators. He just has a different set of rules for what is right and wrong.
Musk spending all those money just for that one kid? If he's really bothered by that kid's tracking, he can easily go to court to get an injunction. No, he took over Twitter because he really thinks he can manage it better.
