Kind of a pipe dream. The retail cost of gas is pretty much spot at the refinery, refinery costs, transportation and taxes. Bulk buying really is about transportation costs and this does nothing to address that.
You would need an enormous balance sheet to make this work as the retail pumps will charge current - some accounts can negotiate small at the pump discounts, but that's off current market. You would need to reprogram every pump to accept the card and be able to clear the charge amount. Hedge any price increase and tax increases. There isn't enough room in the retail pricing. A big dealer is only making a few cents a gallon and in some markets the retail station makes more off the snacks and food than the fuel purchase.
