Yes. It depends on the market and buyer and seller(developer). Those who develop great ideas will NOT sell it or advertise about it. I know one major trading system/hedge fund business and its owner/s never give any interviews. They are one of the top most fund in NYC. All of the employees are Phds in various disciplines.
