Is the republican party mostly racist?

Some people think racism is reserved to treating all of one race in a manner that is racist.
However, any time the color of a person enters the equation, even if only one time out of a hundred, if that one time race does enter the equation to prejudge in a racist way, it is an act of racism.
Does that mean that people are 1% racist, or 5% or 25%, etc?
The acid test for the republicans to truly show they are not racist toward blacks is to ask the following question, and imagine how the right wingers would respond:
If you saw this guy walking down the street, would you be afraid?

My opinion is that republicans will tolerate blacks or others of color if they act white, but when they don't act or dress according to the republican norms, then the native racism that is lurking below takes over...

Please provide me with direct examples of Republicans in congress being racist, since Obama has been elected. Seems to me that the only racism i have witnessed so far came from Harry Reid, and for some reason it is acceptable amongst Democrats.
