America doesn't have an empire and has never had an empire. In an empire, you have colonies that pay taxes and tribute to the imperial power. Do any of the countries where we have bases pay us a dime? No. If anything, the opposite is true as we are paying "tribute" to our allies by providing them with free military services paid for by taxes and debt our own citizens are responsible for.
