I usually use TDA’s ThinkOrSwim to view historical option chains.
In IB TWS you can only chart historical option pricing for specific optionsand combos that you select, like a stock price chart, not the full options chain.

TOS should be sufficient. Just to mention alternatives to get options chains from the past.
a) purchase historical data
b) subscribe to some options-centered platform (they should have historical data for popular instruments).

Both methods may be expensive but this is relative. Depends what do you need that chain for.

Yes of course! You can make use of historical data for this. Check out the Intrinio website. For a certain period of time it’s free, however, they might ask you for some pay as a per package payment plan or something.
