By the time Phase 4 came, Phases 1-3 had already paid off enough we could just skip the payment phases for a while and start charging all the other countries for our services.

They have a remarkable farsighted government and belief system which is far superior to the white mans.
They do not take more than can be sustained, they share alike and because of the casino revenues, many are able to still fish, hunt, gather and weave daily as they have done since the beginning.
