Well, I'm completely speculating here, but I would think that IB would be running more than one server with their users spread out across different servers and some level of redundancy. Maybe they only update one machine at a time to minimize impact.

I think it's rather about the region main server where you're connecting to (US, UK or HK). I doubt they give much thought for impact.
