The simple solution to that is no Universal suffrage.

Only those that actually pay net taxes should be able to vote

He probably means the US is a Constitutional Republic. We were never meant to be a Democracy. The founding fathers warned us of the dangers of a Democracy (mob rule).

We could bypass voter reform if we eliminated the income tax and made all citizens participate ie national sales tax.
