True. We have all kinds of plans. There is probably a plan for nuking Canada. A plan just means something written down that the military can follow in the absense of direct command from civilian leadership.

Stupid stuff like ion-belt pumping (nuke the upper atmosphere and it raises the quantum states of energized particles in the ionosphere and stops all satellite communications worldwide except those that use laser TT&C links).

Sure, China has a plan to nuke the USA but I doubt they have *intent* to nuke the USA. By now they've had a look at what we have in orbit and are likely shitting their pants. The USA is really very dangerous when it comes to the serious non-conventional stuff. In the last 10 years our conventional capabilities have gotten pretty good too.
