He was referring to stocks, it has nothing to do with that 390 options rule.390 Orders on average per day over a month is a option exchange rule. When you pass it, you are tagged as Pro-customer vs Priority customer. This has nothing to do with equity trading or market data fees. It has to do with exchange routing fees. I can't tell if that reddit post is referring to options or equities but options makes more sense.
