I want to buy a trading software overseas and they allow paying through the paypal. Is it safe? I never use it before.

sure its safe. ebay owns paypal.
We use PayPal on out site to accept payments every day and it's capable of accepting foreign payments as well. It's simple to use and secure.

actually, you can check with the terms of service with PayPal, since there IS a provision that protects you, as the buyer. what is the product and how much does it cost?

A good option is to use an account that already has something like a VISA protection...just in case you don't get your goods.
