If something is moral, does that mean it is legal?

If something is legal, does that mean it is moral?

If a man makes 1 million dollars, he should pay the same percentage as the man who makes 1 dollar.

That, to most, (not "Free Thinker", of course) is the fairest way to form a tax code.

Then we something that works, I'm a pragmatist. If not mandatory health care and no single payer health care what is the answer. And leaving it to the hospitals and doctors and insurance companies isn't the answer, we know from experience that didn't work.
