Irish man discovers time traveler in 1928 film footage

This was behind the scenes footage shot of people going into the theater. One appears to be talking on some kind of cell phone. The footage was shot in 1928. Any other explanations?

peanut vacuum tubes were made in 1922 and onward. They used a tenth of an ampere and were astoundingly good rf amplifiers. It could have been a walkie talkie... I don't see an antenna but it could have been a wire just hanging down and obscured by the clothing...
