Iranians do not want war. It is all sabre rattling for their public radical Islamists to keep control over them. If the US were to attack Iran, it would be huge and devastating to send a very strong message. It would also, result in huge casualties. Even the Ayatollah Ali Khamenei knows that. So, they fire off a bunch of missiles completely, missing the target. It gives the Iranians a chance to save face claiming they retaliated. Now, if they go back to the well and do it again and some US forces get injured and killed, the gloves come off.
So it seems that official warning was given an hour and a half to the Iraqi government by Iran about the missile attacks allowing them to get personnel well clear. All very organized and measured.

Problem is, if that poopy little missile attack is their face-saving move, then they have major, major problems with their own people. No way in hell will they accept that as sufficient to avenge the killing of the butcher.
