Simply allows Nato to escalate to a Ukraine wide no-fly zone with clear justification as a self-defence measure.
It really doesn't look capable of that, certainly not armed with many bombs but if they insist... Iran is a recognised sponsor of terrorism, they could launch attacks on Euro6pean cities bla bla.
