Let's jump straight to opinion why don't we. Most Asians as far as I know are not Christian in the US. It would make sense they wouldn't want to vote for a Mormon as the president. So there's many factors.

In the long standing debate over nature or nurture, it would seem nurture is gaining the upper hand. In other words, genetics, i.e., race, is less important than was once thought. (Perhaps much less!)

The take away is that every country should strive for the best nutrition and best schools possible. Money invested in universal, early childhood nutrition and education, above some minimal amount, might produce a gigantic ROI.

You could also argue that why hasn't IQ gone up in countries in the Middle East (UAE, Qatar, Kuwait, Bahrain, Saudi Arabia) when their "fortunes" have turned around completely.

That shouldn't keep anyone stupid. Somewhat liberal policies (I don't mean screaming rabid feminists) do go with higher intelligence but that's a function of the people, not vice versa.
