Interactive Brokers True Cost of Shorting

Whether shares are easy/difficult to borrow also depends on the quantity you need. Borrowing 100 shares is easier than borrowing 1 million shares.
In theory yes, but since I'm not shorting true < $1 penny stocks nor am Warren Buffet funded, my quantity of shares won't have a huge impact. Actually I just looked up my trade records, in the last 7 years, I averaged 1600 shares shorted with a max of 8500, so nowhere near 1 million shares. But to your point, I can have a rule that says HTB if my shares requested > IB shortable shares.
I'm looking for a cutoff on what qualifies as Easy to Borrow based on IB's published short interest rate and shortable shares.
