interactive broke moc order

I am from India . I have read in the interactive broker site as i understand unless you break free riding rule you can simultaneously sell asset and buy asset same day .I can't sell the asset which i have bought with unsettled cash.

If it is not possible than the whole idea of momentum rotation is futile and i can only invest long term with permanent allocation
