Not how i read it. The "reading" of 63.18 has not been seen since 87. I interpret that to mean that it hasn't been seen since 87. No where did they say the number was adjusted, only that the raw numbers were the same.

It's a ratio, which is a percentage.

What would the number be adjusted for?
