I'm not saying bs hasn't gone on, and to a degree still might, but we have made ga-normous progress in the last 40 years. Why don't you quit living in the past and attempt to accentuate the progress while still fighting the 2% idiots? You'd get a lot fucking farther, unless that's not your true motivation.

The ultimate solution in most cases not involving a warrant is deescalation imo. Biden needs to start a federally funded police university, and not some virtual bs, I mean a real campus, like a real college. Dorms and everything. High school grads can attend for two years and then put themselves on the market to the 18,000 police forces we currently have. Teach the best of what we have learned, have the best teachers. Study other countries that don't have this problem as much. All kinds of things. Psychology would obviously be a biggie.

Change will take time. This would be a great long term first step.
