Feb to Feb is arbitrary, or Oct to Oct. There are fundamental reports that gets released in the middle of the year like GDP. What if I do March - March and GDP gets release April 1st / 2nd?

A 365-day tenor will include exactly one instance of any annual event, no matter when it starts.

I understand your point. I guess I'll have to plot out in excel using historical data Jan-Jan, Feb-Feb etc etc for the last 10 years and find if Jan - Jan optimum month.
