you need to learn a bit about TCPIP. Get something like HTTPort and tunnel through the proxy. That should work, but I haven't tried it myself with IB. HTTPort is freeware BTW. Download.com has it.
 
Actually, I'm local admin on my box. I could probably just change the secure socket port and get it to work. But this is an anal financial institution where I could get in pretty serious trouble for messing with it. I appreciate the tip, but $1 commissions aren't worth my job...
