Actually both the FBI and the Department of Homeland Security labeled BLM ("Black Identity Extremists" is the legal term) as domestic terrorists. This became news in 2017 but the declaration happenned in 2106.

They are exactly the same thing from the FBI report. BLM supporters are "Black Identity Extremists" who "proactively target police and openly identify and justify their actions with social-political agendas commensurate with their perceived injustices against African Americans".
Black lives matter are not Black Identity Extremists.
