Apparently you misunderstood. I found humor in the remark "first rate treatment" for [illegal] immigrants, because all they get is "treat and street". I, like you, don't find anything humorous about mistreatment of VETs, or even of illegal immigrants for that matter. But I do find the characterization of "treat and street" as "first rate care" hilarious and absurd at the same time.
ER care can vary widely. There are two hospitals close to me. One offers excellent ER care. The other, not so much. Either would beat getting stuck on a VA waiting list while you had a serious illness.
