Lets not be so quick to dismiss Bill out of the picture. This monster grew during the 90's and we didn't do much of anything to address it.
Here's how this went down as I see it. As the Russkies were knee deep in Afghanistan we could have played it two ways. One, we could have let them fight and die forever in that hell hole. From a strictly screw the Soviets position that would have been the smart play. They'd still be fighting and more of the Islamic ire would be directed at them. Two, we did what we did and then go in and educate the unwashed Muslim horde, brainwash'em with some good old capitalism and build from the ground up. Maybe it works, maybe no. Instead we opted to leave and let the Radical Islamists grow Afghanistan into the core of terrorism.
Bush #1 didn't do much to fight actual terrorism. Desert Storm wasn't fighting terrorism. Clinton did little to nothing. Hey, we were all making big bank in the market and real estate. Who gave a shit about the ME? Dubya comes in and as fate would have it, boom, it blowed up real big like. Dubya screwed the pooch in Iraq, took the eye off the real target in Afghanistan, all with the approval of most every politician and the poorly/mis-informed public supported the troops. Obama, handed a bag of shit, did what you can expect a leftist to do. He tried to make friends with the already created devil. Not a chance in hell his lets play nice policies would ever work. Too little and way too late for that.
Now we, rather than the Russkies are neck deep in this shit, and there is no easy or clean hands fix. Would have it all worked out better had we tried a more humanitarian effort in 1987-88 rather than bail out? We can debate that and it would be an exercise in futility. We did what we did, along with the rest of the world and now we have a monumental mess to live with.
All the above in no way dismisses the actions of Radical Islam. They were coming no matter what, but I do think we could have limited their growth with the proper moves 30 years ago.
