Here's the solution. Cowards stay home and wear their masks and social distance and shut down their businesses. People that aren't afraid stay open for business, don't have to wear masks, can shake hands with each other and keep living their lives and let the chips fall as they may.
Unfortunately that wont happen because cowards always want to control what everyone else does.
