Look shit-for-brains -- not being selected for promotion at any given point in time absolutely does NOT mean one's been "deemed... NOT to be worthy." Your uninformed "reasoning" shows you have no idea how promotions in the military work. One might not be selected in a given year because of (military) politics, or because too many have been "deemed worthy" and it's not yet their turn, or any number of reasons. Most admirals and generals have non-selections in their pasts, and it doesn't mean what you "think" it does.
