Factual evidence consists of not being an admiral and leaving the Navy as Captain. Vague promises don't mean shit. Being on the way is a very vague phrase.

The idea that you can make more of a difference by being 1 out 425 as opposed an admiral of any kind is a joke. Secretary of the navy was just being charitable. If you read between the lines, John McCain was told he was never gonna a full admiral and only potentially (probably not) a rear admiral.
