Freelance is full of indians working for 5 USD an hour, so it should be good for a hobby project like this

they produce shit code so a lot of reviews and revisions will need to be done, but the good news is you don't have to pay them until it works or you are satisfied

if you are looking for something serious on this site, I suggest you do the followings:

1. State precisely the specs with as much details as possible
2. State precisely your budget (let's say 1000 USD) for the whole project
3. Ask for feedback on the specs
4. Open the bids

Have you tried the free route. Simply asking for help for each problem you're having, as they happen?

Many experts on:
stackoverflow.com etc.

I use Excel VBA for my system. Not looking for the job, but I would give quick-help/advice if I can.

Yeah, that's the slow way and that's what I am doing, using Google, etc. But I'd like to move to the next level and let a professional programmer do the job.
