Actually, Planned Parenthood should have (but doesn't) the solution. Instead of waiting until there's a "problem," go ahead and set up a sterilization program - PAID!!! They get enough money already, would seem fairly easy to pay both men and women to become sterilized.

Especially men over a certain age...
