I agree with you about the hiding of beneficiaries and the program was rushed & poorly done.
However I would expect that a Consulting firm owned by the husband of a Congresswoman would not intentionally abuse a program intended for companies that have employees (rather than only contractors).
She knows that she is a No-Go Zone when it comes to investigations.
The feds will not touch her on the bigamy crime, the immigration fraud crimes, and the voter scam program to purchase votes in Minn.
One should not expect her scams to discontinue as a result of not taking action on the previous ones. The world does not work that way for her ilk. She functions more like a Chicago mobster political machine now and most likely nothing will stop her. Arguably she functions more as a Somali war lord, but I was being generous.
If Pelosi sees a female congressional member in California having sex or something with a staffer she will move her out to set an example. But she will not go into the Ilhan Omar No-Go Zone. And a federal prosecutor/investigator will not go there either- in either a republican or dem administration.

Maybe I don't see the difference in payroll being payroll, but am ignorant of those details. My point is there's likely loopholes in place for the "abuse", and it's likely legally sound
So a political consulting firm is more important to keep open than some mom and pop restaurant. Got it. Nice to have political connections to smooth the path to riches. But they care about the average working person. Really they do. No, really, they really, REALLY care.
The ones who have really gotten a raw deal in this mess are the health care workers.
We work them like dogs and everyone is doing big photo ops by giving them balloons and free donuts and fire engines sounding there sirens to salute them, etc. etc. But due to stupidity we forced them to shut down so-called non-essential services so unless you are a full-time covid health care grunt they don't want you and the whole country has been the loser. We have lost massive health care capacity and rural health care has been set back decades because all the low-volume remote facilities have had to shut or discontinue services.
My city/town is very typical. You go by the hospitals and there are all sorts of balloons and signs on the lawn along the lines of "We Salute Our Healthcare Heroes." Meanwhile they are laying them off in droves. Then as covid surges they want them to be on standby so that they can take them down off the shelf and use them again as needed. Only to return to the shelf when the surge passes. There former positions in non-covid basic care are long gone and will take years to build back and probably never come back because- thanks to covid- everything is going to be telemedicine - or moreso anyway.
I sure as hell would have been and continue to be willing to put money into funding and maintaining health care capacity before putting it into Omar type scams- of which there are hundreds of thousands.
Seriously, what the fuck is the matter with us? Not even remotely a partisan issue. I assume that this next program that is funded will be as demented.
Right, it's only the evil Republicans. Meanwhile Pelosi held up hundreds of millions in relief until now, suddenly seeing the need. Adding insult to injury she publicly admits her sudden change of heart is due to a new president coming in. Keep telling yourself there's a difference if he helps you square up your political agenda.
