So now I would be very interested in how the Canadian National Survey compared with the province of Ontario survey. Toronto is, after all, just across a lake from the US! I imagine if you surveyed San Diego residents asking whether they had traveled to Tijuana for prescription drugs or for dental care you'd be rather astounded at the results!!! On the other hand, how wonderful the Canadian system must be that it will refer patients to specialists in another country and pay a share. Will the U.S. medicare system do that? Absolutely NOT. This includes major services such as heart transplants and minor services such as teeth whitening at a dental office. The Canadian healthcare system generally can only track major medical services where the system either referred the patient directly to the U.S. or the patient required follow-up care in Canada after a procedure in the United States. Canadians coming to the U.S. fall into two categories; first those referred from the Canadian healthcare system to U.S. facilities for care (for example the Duke Heart Surgery Center in Durham, NC sees a significant number of Canadians). Second are Canadians who come on their own and pay out-of-pocket which are much harder for the Canadian government to track.
Where does the 10% figure come from? It comes from surveys where Canadian residents were asked the question if they ever deliberately traveled to the U.S. for medical or healthcare services. over a number of years the Canadian federal government performed national surveys, the province of Ontario performed a survey, and media outlets such as the National Post performed a surveys which included question about those who left Canada for medical services.
Having worked in Toronto for several years; I say it was fairly common for people to drive to the U.S. for medical services. Need your teeth whitened at a Dentist; why wait three months -- make an appointment for next week in the U.S. and drive down. While you are in the U.S. you might as well do multiple chores including getting new tires on your car which are much cheaper in the U.S. than at Canadian Tire. (Just remember to scuff up the wheels and put dirt on them to make them look used before crossing the border back into Canada).
