If I wanted to trade the VIX, how would I go about doing that?

In particular I want to short it. I know there are options on it but Fidelity doesn't have those. I also prefer not to use options but to actually short the index directly.

Do I need a futures account? Do all futures brokers have it? Are there ETFs that track the VIX directly?

most of the short ETF indices have a close correlation to VIX (although not 1:1).
