If Americans think the death penalty is perfect why do they have laws to prevent suei

If americans think the death penalty is so great. how come you guys have laws to prevent family of people who were accidentally executed but found innocent after the fact? Why would the government put up laws to prevent people from recieaving fair compensation. Ok it would costs billions but you guys think executions are ok, then drop those laws that prevent civil and criminal suits. Just look at the case in chicago, what do you say to families, oops sorry dude, it was mistaken identity. Heres 10 bucks. Fair compensation.

Can anybody here justify the death penalty. should innocent people, mostly poor, non white should pay for other peoples crime?
