IE won't open

I have been swapping video cards in my Dell workstation running win 2000 pro, but when I reinstalled the original card, a matrox g400, I found that internet explorer would not open. Other programs work normally. I should add that this machine has been troublesome, with some issues relating to hanging on shutdown and not wanting to display QCharts, but IE has always worked. Any ideas?
 
is it possible that it's launched but just outside the periphery of your visible desktop? is it in task manager/taskbar?
 
it does not show up in task manager: applications, but IEXPLORE.EXE and Explorer.EXE show up under Processes. They are not using cpu however, so I assume that is just showing that I tried to syart it but failed.
 
hmm, that was just a thought because i've seen apps do that before. if it was my machine, i would probably reinstall IE.
