IBKR commissions - API trading

Has anyone successfully negotiated down their IBKR commissions for API trading? A 1% commission for a stock that's trading at $1 or less is a real killer.

I've heard that some of had luck - but don't know details.

The response I had was that you need to be firmly into the 3rd tier each month before they'll consider it.
