IB web page bug?

When I goto to IB's website and click on Open Account, it has "Pre-Application" button. I click on it and I get

"The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings."

I'm using IE, but it works in Netscape. What's wrong??
 
I think the reason your not getting the correct response is because their system is down until sometime sunday.
