IB: Unexecuted orders??? What's up???

this has happened to me at least 4-5 times in the past couple days going short or long in Naz stocks-

bid or ask clearly has shares listed and my orders are NOT being executed. As we speak, my order is sitting on the market while the ask is at my requested price.

sent a short order trough tws 854 and didnt go trough at all..neither shows as pendin'; fk! stock tumbled almost 2% soon after...wtf is up, is this version not workin' anymore? any1 knows?
 
Orders that are definitely executable are not being executed. There is no question about it. It has nothing to do with stale quotes. I have multiple quote sources. There is a big problem with IB today.

Typical IB quirks, out dated platform, I have always hated it , funky backwards bull crap.
