Bob, that is just a quick way of weeding out people with computers that will not be able to handle the load from TWS
But seriously, the CPU usage is most likely caused by that scrolling ticker. I have seen it a dozen times. PLEASE get rid of it, for your own sake. It adds no value at all, slows down the load of the home page - the one page that is supposed to be instant, and then eats up CPU (though not as much as some others I have seen)

front page looks like christmas tree with all this flash stuff moving in all directions. because of all this, buttons on top(like fee,trading,etc) not shown at all(at least in IE)-after i get to the front page, i have refresh it, to be able see them. not all of your existing and potential customers have AMD 64 with few gig's of RAM. think about it.
