no, the data is live and in many cases requires exchange fees. so if you want to paper trade a market, you need to set up the permissions in your account.

You can connect ButtonTrader to your IB-simu-account, then you can use the new advanced Forex-features (just released). This gives you FX-position-management and real-time P&L for IDEALPRO (things not available in TWS itself).
 
has anybody figured out how to sign up for this yet? i dont see anyplace to authorize it. i wonder if its because i have a fa account?

Yes, I have seen it but have not signed up yet. At least for individual accounts, if you login to your account management page and there is an option for "Paper Trading" under the Trading Access menu (the last option there).
