Don't brokers disclose, "..if you chose to use internet for trades, YOU accept any and all consequences of electronic failures..."? Being the case, best to verify trade execution and have a phone backup.

if the internet is widespread down phone backup will be useless, as no one has ample backup in that kind of situation.
