IB routing to TSE (Toronto Stock Ex.)?

May be that IB can routing order to Canada, to Toronto Stock Exchange)? In the table "Contract Selection" - ".... CAD TSE" row!
How is in that case with 25k SEC Rule? This is NOT USA and NOT USA stock!
 
non-cleared (institutional accounts) can trade toronto via IB. cleared (retail) should be available in a few months. If you try to route an order it will be rejected.

BTW, good news (i probably just jinked it) may be coming for Canadian residents in a few weeks.
