IB order types: Pegged to Primary = Relative Orders?

I was told orders with 0 offset do rollback, if the includes NYSE its unclear. IB wants to make sure they force you to use the API so they can make more in fees, thats why they don't give away a market making order type like that

how do they make more fees from API if you use SMART route???
